Founded in 2020, Broadway Street Development (formerly LS Black Development) has been doing its part to help solve the housing crisis in the United States, by redefining affordable living and developing projects communities are proud of.
Company Overview
Broadway Street Development sources sites for their projects and develops them for long-term ownership. The team brings a hands-on approach throughout the development process, managing every aspect of a project to ensure it is thoughtfully designed, constructed and operated for residents and partners alike.
Willy Boulay and Mike Hudson both bring years of experience in multi-family development from large national development firms. Their partner, Sterling Black provides decades of experience in the construction industry.
This winning combination of skillsets and experience has positioned the team to deliver attractive affordable housing projects to the market, both efficiently and thoughtfully.
Our Mission
Broadway Street Development works with the mission of developing high-quality real estate projects with a focus on affordable multi-family housing acquisitions, rehabilitations, and new construction projects.
We have a proven track record of execution and an eye on future growth. Our current target markets are in Minnesota and Texas.
Our Office
At Broadway Street Development, we’re demonstrating our commitment to community revitalization by establishing our own company headquarters within The Balsam on Broadway project.
This initiative transformed an obsolete industrial site into a vibrant extension of Downtown St. Paul, offering 128 affordable homes and deepening our roots in one of the neighborhoods we serve. Our new office provides an inspiring place for our growing team to work and a daily reminder of our company vision.

Willy Boulay
As developer and vice president, Willy brings extensive development experience to Broadway Street Development. Willy has successfully closed a total of 15 projects representing approximately 3,000 apartment units and $500 million in total development cost. Willy holds a Bachelor of Arts in Environmental Science and Political Science from Northwestern University and a Master of Public Policy in Economic Development and Sustainability from the University of Minnesota. He was previously the Young Leaders Group Co-Chair of the Urban Land Institute of Minnesota.

Michael Hudson
Mike brings a combination of attitude, experience, education, instinct, and past lessons learned to his role as developer and vice president. Mike’s knack for building strong relationships means he’s a natural at getting projects to the finish line. As both a team member and leader, Mike has helped create more than 2,000 multi-family housing units. Mike holds a Bachelor of Science in Real Estate and Finance from Marquette University in Milwaukee, WI. He is an active member of the Urban Land Institute of Minnesota.

Sterling Black
Sterling founded LS Black Development in 2020 with a mission to develop high-quality real estate projects, focused on affordable housing. With more than 25 years of construction and development experience, Sterling brings innovative solutions to support project successes, while focusing on teamwork and accountability. Sterling holds a Bachelor of Science degree in Civil Engineering from the University of Notre Dame. He is involved in the Design Build Institute of America and the Association of General Contractors of Minnesota.

Grace Sweeney
As a Development Analyst, Grace assists on all aspects of the development process from project conception through completion and ongoing operations. Grace joined the team as an intern in January 2023 and became the first employee in June 2023 after graduating from the University of Minnesota - Twin Cities. Grace holds a Bachelor of Science in Urban Studies, as well as a minor in Business Management from the Carlson School of Management.
